waves are the significant wave height - the average of the highest
1/3 of the wave spectrum. occasional wave height is the average of
the highest 1/10 of the wave spectrum.

.synopsis...a 29.6 inch low developing near the delmarva 
peninsula today will move slowly north to off the southeast new 
england coast by tonight and friday while deepening to 29.4 
inches. this low will then drift to the gulf of maine friday 
night and saturday before exiting into the canadian maritimes. 
weak high pressure will cross the lake sunday and monday.
