is the average of the highest 1/3 of the wave, along with the
average height of the highest 10% of the waves which will
occasionally be encountered.

.synopsis... 

low pressure of 29.6 inches in the southeastern parts of the 
great lakes will strengthen and lift northward into tonight, 
deepening to 29.2 inches by the time it reaches lake ontario early
thursday. breezy north to northwest winds are expected across 
lake michigan between the low to the east and high pressure to the
west. will keep the gale warning through this evening for just the
southern third of the lake.

northwest winds will remain elevated thursday as the low slowly
lifts northward. northwest winds will become breezy over the
northern third of the lake possibly bringing some gales into thursday
afternoon and evening. thus a gale watch is in effect for this
period. winds will however weaken into friday and weaken further
into saturday

still looks like freezing spray chances continue through thursday
night.
