1/3 of the wave spectrum. occasional wave height is the average of
the highest 1/10 of the wave spectrum.

.synopsis...a weak trough averaging 29.9 inches will remain from 
lake huron to the ottawa valley today. an arctic cold front will 
cross the lower great lakes thursday. a strong 30.9 inch high will 
then build from the northern plains friday to the southern plains by 
saturday before expanding into the ohio valley and central great 
lakes sunday while weakening to 30.4 inches.
