The new board composition comes after former EPA Administrator Scott Pruitt issued a policy barring participation on the agency's advisory boards if an individual also receives EPA grants. The Trump administration waived close to 30 environmental laws in Texas to speed up construction of a border wall in Texas' Rio Grande Valley, which follows its waivers from Clean Air Act, Clean Water Act and Endangered Species Act requirements for other portions of the wall being built in New Mexico and California. The George W. Bush administration had also issued waivers from environmental laws to build over 250 miles of southern border fence, but environmentalists are concerned that the latest waivers will impact a state park and a wildlife refuge. A grand jury in Alabama indicted Trey Glenn, EPA Region 4 administrator, on charges of violating state ethics laws when he was hired as a consultant to Birmingham, Ala.-based law firm Balch & Bingham LLP and helped its client Drummond Co. push back against EPA efforts to test and remediate certain neighborhoods. According to court exhibits and testimony, from 2014-17, Glenn worked with Balch partner Joel Gilbert and Drummond Vice President David Roberson, both of whom were convicted in federal court in July of bribing an Alabama lawmaker.
