Baywinds Water Users-Important Announcement: PSA#9, 26 December 2022

Yes, we are all disappointed and concerned with the implementation of the current design of the windsurf/wing ramp at the point. Your leadership team has been working with the Foster City Public Works Director, the Foster City Mayor, and the BCDC staff to have improvements implemented before the ramp is completed.

Without going into all the details, the leadership team met with the Public Works Director and staff as recently as Friday, Dec 16 to discuss ramp issues and improvement plans. The City will be moving forward to level out the transition from the steps to the concrete block and filling in gaps between the concrete blocks and between concrete blocks and rip rap. They are also involving the Levee/ramp design team to develop a new plan, taking into account our concerns, to replace the loose rock at the bottom of the ramp going down to the water (see photo below).

The City indicated they will be moving forward with haste. However, until the ramp is completed and the construction fencing is removed, we ask the water user community NOT to breach the construction fencing at any time. Launching from the lower beach is the only authorized access point at this time. Breaching the construction fencing presents liability issues for the City and the contractor. This means no launching/landing from the unfinished replacement ramp as well as our “homemade” ramp from the trail to the jet ski docks. This also means no breaching of the construction fence to walk to the upper launch, as well as to inspect the windsurf/wing ramp construction progress. Adhering to this issue is important to maintain our good working relationship with the City that is vital to achieve the needed mitigations for the current ramp implementation. New signage should appear at Baywinds indicating the closed construction site will be extended from 12/31 to 1/31/23.
