Josh brings up a good point.
The best way for these ideas to be heard, recognized and seeded for the future is to attend the Port of Hood River monthly meetings.

Begin by first putting together a proposal for the Port to consider, based on local economic gains, financial benefits, and/or future local community needs.
These are the relevent factors that are effective in reaching the interests of the Port and the Port's community (ie - the greater Hood River Valley).

If you are really interested in seeing improvments or changes, start attending Port meetings and City Council meetings, or at least reading up on the latest discussions regarding county property planning.

With dwindling numbers of sailors using the Event Site, users will need to begin speaking up and letting the Port know that people care and have a need for these changes in order to help maintain and grow the number of users at this windsurfing site.

I, as a local business owner, am totally in agreement with the storage ideas, in fact other local windsurf business owners have been trying to implement this sort of plan, but the difficulty is in the amount of space available, the costs to run it, and any public interest in the need for something such as this.

If you are too lazy to attend any of the above listed meetings or do any research, then at least send a well thought out letter of support to the CGWA with your contact information and offer to help volunteer your time.

Just some thoughts to think about if you really want something to happen, instead of making a post on a forum that will eventually end up disappearing into the forum archives.
