After talking to a number of people, it appears that any partial access at TI is unofficial. If you can find a way to get out on the water without trespassing, enjoy it and make sure to tread lightly out there. The redevelopment authority, TIDA, asked the Navy to lease the area to the City after the remediation work is complete and the Navy declined. The next step is to find out why the Navy is reluctant to allow the lease and try and convince them allow access through a lease or permit.

I talked with the Navy rep and they are going to reinstitute the full closure of the TI launch area today or tomorrow as they restart work. They were stopped while they revised their plan to address radiological materials which they found (some of which is apparantly being screened in our old lot).
The Navy rep did tell me that they have not made any decision not to lease the area to TIDA to allow for public access after work is complete. The lease application that the Navy reviewed was seen as a request to lease the area immediately and was declined because of the ongoing work. The Navy still may bewilling to lease the area after the current project is complete. There will be other remediation issues in the area (including the lot between the old training building and the sewage plant and the big fenced lot west of the sewage plant) in the future, but they will probably occur after the 2008 season, so if we can make access official, we may get one good year and then have to see if we can work out a better solution for the next round of remediation in 2009 or 2010... doesn't sound to me like we are going to see the transfer of the island to San Francisco in the 2-3 year window that an optimist speak of.
