BAYWINDS PSA #10

On December 16, 2022, the Leadership Team of the Baywinds Water Users Group, comprised of Steve Gunn, Mark Tischler, and Owain Chilton, met with the Foster City Public Works Director and the Senior Engineer for the Levee Project to discuss an alternative to the loose rock at the bottom of the Windsurf/Wing ramp at Baywinds/3rd Ave. This meeting came about as a result of non-action by the Public Works Director and our escalating the issue to the Foster City Council and the new Mayor.

We concluded that meeting with an agreement that the City would use the same type bags and water entrance design that have been used for decades up at Sherman Island. The City also agreed that the Leadership Team would get a chance to review the new design comprised of the pea gravel filled bags and substructure before the design was actually implemented.

On Feb 24, 2023 Steve, Mark, Owain, and Anthony Del Balso met with the Senior Engineer and the President of the Civil Engineering Consulting Firm for the Levee (Schaaf &Wheeler) to review the new design. At the conclusion, the design, with a few upgrades was agreed upon as well as an agreement for the City to maintain the new ramp. The final design drawings to be implemented by the construction team are reproduced below.

So, what’s next? The final design was delivered to the City the same afternoon as our meeting, Feb 24th. It was also delivered to the Levee construction contractor (Shimmick). The contractor will order the materials and place the ramp modification on their work schedule. The materials and sewing to create the bags are done locally (San Jose) and were that told the lead time for delivery of the bags is about 1-1.5 weeks from the time the order is placed by the contractor. The contractor will then need to wait for a sufficiently low tide to install the pebble bags and other ramp modifications.

We are awaiting an expected start date and completion date for the ramp modification. All parties agreed that it is desirable to complete the ramp modification ASAP. To enable the modifications to be completed quickly and safety, is in our best interests not to breach the construction fencing.
