Someone at work has a Sienna. I took a look at the side rails and yes, I see what you mean. It appears as a monolithic block. A tap with a car key reveals it's nothing more than a plastic cover.

Yea, that is crazy!
Back before I decided it was much better to put everything inside a minivan,
I had a Chevy Blazer and was discusted how cheep the factory racks were.
They were cheep aluminum and just held on to the body by small sheet metal screws. The rails were attached by 2 rivets! I didn't trust those factory racks at all so I Bought a Yakama front rack that attaches to the door lip instead, a much more solid rack connection.

Doesn't matter if it was a 1985 beater; the board owner is still liable for anything, including repairs, inconvenience, injuries, soiled shorts, even punitive award if the board owner was negligent, etc. You don't secure your gear, whether it's a flatbed semi loaded with railroad ties or a big leaf flying out of your pickup truck bed to obscure somebody's view, you pay the consequences.
