A hydrofoil multihull powered by a 30 meter kite has been sharing the water with windsurfers off TI. It is, in my opinion, a beautiful, forward-thinking design. If you are interested check out Kiteboat Project. http://project.kiteboat.com/news/
Btw; TI has been great of late.

Don Monteque's Hobie Cat, the red one?
It's been around every summer for the past 4 years. Lotsa launch's from Toll Plaza, some at Berkeley of Cal Ad's crane.

I saw them do a similar thing on Maui with an outrigger 8 years ago. Hopefully this will become practical. Looks fun.

I remember reading articles about kite assist for tankers quite a few years ago. Not a new idea, but interesting.

Depends on which definition of "Tea-Bagging" you're referring to.

One wonders how such a boat launches and maneuvers in and out of the harbor without another source of power.

They carry paddles, and they paddle away from the cranes at Cal Adventure to the windline near the Lordships, then water launch the big 22 meter kite.
