Are there any windsurf launch spots at Breezy Point? I am aware that Plumb Beach is on the other shore of the bay/channel.

1. I doubt that the OP's 8.5 and 4.2 are of the same design, and even if they were, how do we know that the sail's size proportionally corresponds to foil area?

On the Hudson you can sail in Rockland at Stony Point or Haverstraw - Hudson tides are not good for a beginner when theyre movin.
