runoff from a combination of moderate rain and snowmelt will
result in ponding of water in poor drainage areas overnight across
western new york, especially where snow is blocking drainage 
structures. motorists should be aware of ponding on roadways. 
temperatures will fall before daybreak thursday and change the 
rain to snow, reducing runoff and ponding of water.

...localized black ice occurring across some of the higher terrain
and colder valleys throughout central and northern pennsylvania...

pockets of cold, and slightly sub-freezing ground temperatures 
are creating hazardous black ice as the rain falls on untreated 
roads, bridges and walkways. 

use extreme caution while traveling overnight as car sensor 
temperatures in the 30s to near 40 degrees won't be representative
of the much colder road surfaces that could look wet, but be 
coated with a layer of ice.
