  morning. light rain is still occurring but will come to an end 
  around daybreak. the heavy rain...combined with runoff from 
  snowmelt will continue to produce rises on area rivers and streams 
  as well as some localized flooding. 

* some locations that will experience flooding include...
  alger, oscoda, gladwin, east tawas, west branch, tawas city,
  standish, au gres, sterling, au sable, south branch, maple ridge,
  beaverton, rose city, whittemore, omer, twining, turner, skidway

  an ice jam accompanied by rain and snowmelt in...
  southeastern clinton county in northern new york...
  northern essex county in northern new york...

* at 853 am est, emergency management reported an ice jam has 
  reformed in the ausable river near keesville. dugway road between 
  la moutain road and cassidy rd is closed due to flooding and when 
  the ice releases there is potential for flooding to occur 
  downstream at the rt 9 bridge in ausable chasm.

* ice jams are very unpredictable and can break up, move and jam
  again very quickly.  water backing up behind the jam is the main
  flood threat, and can flood areas under deep water with
  surprising speed.  favored ice jam locations are where a river
  bends or slows, at bridge abutments, or near islands, sand bars,
  and other obstructions to river flow.

* some locations that will experience flooding include...
  keeseville, ausable point, ausable chasm and clintonville. 

precautionary/preparedness actions...

river levels may flucuate rapidly due to ice with little or no
warning. residents in low lying flood prone areas should remain alert
for possible flooding due to ice jams. ice jam flooding can be very
localized and not affect all locations along the river as in a
typical river flood.

warning for the following rivers in southwest lower michigan...

  pine river at alma affecting gratiot county

.recent river observations show that levels continue to rise on the
pine river. rises are expected to continue this morning before
cresting late this afternoon and evening. areas immediately along
the river will be inundated with water, as well as roadways running
along and adjacent to the river.

rainfall has exited the area this morning with no additional
rainfall expected through thursday. the next chance of rain will
come friday and again over the weekend. the following forecast is
based on observed and forecast 48 hour precipitation.

precautionary/preparedness actions...

safety message...even 6 inches of fast-moving flood water can knock 
you off your feet... and a depth of 2 feet will float your car.  
never try to walk... swim... or drive through such swift water.  if

was 13.2 feet.
* flood stage is 8.0 feet.
* moderate flooding is occurring and major flooding is forecast.
* forecast...the river will continue rising to near 15.4 feet by 
  after midnight tomorrow. the river will fall below flood stage 
  saturday afternoon.
* at 15.0 feet...major flooding in progress.  evacuation of many 
  people downstream of oakdale dam. roads along both sides of the 
  river are flooded, some by more than a foot deep.  substantial 
  property damage downstream of oakdale dam.  flooded areas include 
  horseshoe bend, tippecanoe ranch and tecumseh bend roads, cr 1275 w
  north of bicycle bridge rd, extreme west end of cr 975 n and low 
  part of goldsberry rd.  residents park cars on high ground.  
  flooding affects numerous residential and recreational areas along 
  the river.

.rainfall of 2 to 4 inches has fallen across north central indiana
since monday morning. more rain will fall at weeks end that may cause
higher crests and prolong flooding.

flooding will affect numerous local and state roads, considerable
agricultural land, and possibly some residential areas.

early wednesday morning flooding was confined to the tippecanoe
and wabash rivers in northern and western indiana. nipsco reported
the flow from oakdale dam had exceeded 23,000 cubic feet per second
as of 130 am est wednesday.

motorists should never drive into flood water. turn around and go 
another way. keep children away from flooded areas. recreational and 
agricultural interests should remain alert to changing river 
conditions.

*  trained weather spotters reported heavy rain falling that was 
   causing flooding of low lying areas with multiple road closures 
   reported. widespread two to five inches of rain have already 
   fallen with an additional inch of rain likely before ending.

* some locations that will experience flooding include...
  logansport, rochester, monticello, winona lake, winamac, monon,
  brookston, akron, pierceton, wolcott, mentone, francesville, royal
  center, medaryville, pulaski, walnut, ripley, kewanna, reynolds and
  chalmers.

* numerous roads are closed due to high water within the warning 
  area. nearly all streams...creeks and rivers are in flood or will 
  flood, some may reach record levels. anyone living in a low lying 
  area or locations prone to flooding should move to higher ground 
  if you have not already done so. be prepared for high water on 
  roads and do not attempt to drive through these areas. find 
  alternate routes and stay on main roads if possible. flooding is 
  difficult to see at night! flood waters will be slow to recede and 
  it may take several days in some locations. 

* major flooding is expected along the tippecanoe river, including 
  downstream of norway dam. please monitor river conditions and 
  warnings for area rivers.

* at 236 am cst, doppler radar indicated heavy rain that will cause 
  flooding. up to three inches of rain has already fallen across a 
  large area of south central missouri.  small streams and creeks 
  within the jacks fork, north fork, current, and eleven point 
  rivers are expected to flood.  sections of these main stem rivers 
  could also flood, particularly along the jacks fork river from 
  buck hollow down to alley spring. 

* creeks, streams, and low water crossings will be especially
  susceptible to the dangers of flooding.
