dakota...
souris river near westhope affecting bottineau county
for the souris river basin including westhope...minor flooding is
occurring and is expected to continue.
.the souris river near westhope remains two feet above flood stage
and will continues its slow fall to near flood stage around the end
of august. there is a potential for heavy rains over parts of the
souris river basin through the week...while no impacts are
necessarily expected...strong enough runoff to extend the current
run above flood stage can not be ruled out
precautionary/preparedness actions...
safety message...do not drive into areas where water tops the
roadway. turn around...don't drown. avoid driving on flooded roads.

until 1100 am edt...
at 744 am edt...national weather service doppler radar indicated the
rain is about to end or has ended. radar estimates and rain gauges
indicated that 2 to 3 inches have occurred over much of eastern
holmes county into stark county. only some minor flooding has been
reported.
flooding along the nimishillen has occurred and will likely continue
through the morning.
precautionary/preparedness actions...
do not drive your vehicle into areas where the water covers the
roadway. the water depth may be too great to allow your car to cross
safely. turn around...don't drown!

the national weather service in pittsburgh has issued a
* flood advisory for...
belmont county in east central ohio...
brooke county in northern west virginia...
marshall county in northern west virginia...
ohio county in northern west virginia...
* until 1015 am edt
* at 816 am edt minor flooding was reported in bridgeport along
route 40 from an overflowing stream. since 2 am...2.57 inches of
rain fell in echo point ohio. other parts of the advisory have
received nearly an inch in the past hour. showers will continue for
the next hour or two producing an additional half inch to keep some
roads flooded and some streams flowing out of their banks.
precautionary/preparedness actions...
excessive runoff from heavy rainfall will cause elevated levels on
small creeks and streams...and ponding of water in urban areas...
highways...streets and underpasses as well as other poor drainage
areas and low lying spots.
do not drive your vehicle into areas where the water covers the
roadway. the water depth may be too great to allow your car to cross
safely. move to higher ground.

the national weather service in pittsburgh has issued a
* flood advisory for...

harrison county in east central ohio...
jefferson county in east central ohio...
* until 930 am edt
* at 735 am edt emergency managers have reported flooding in the
town of adena within jefferson county. water was reported covering
the roads of county road 21...state route 151 in the 1800
range...and state route 157 in wells township. over 3 inches of rain
fell in the past 6 hours south of cadiz...in the town of adena...and
west of smithfield. an additional half inch of rain can be expected
over the next hour or so.
precautionary/preparedness actions...

...the urban and small stream flood advisory remains in effect until
615 am pdt for southwestern riverside and northwestern san diego
counties...
at 447 am pdt showers and a few thunderstorms were still continuing
to move northeast off the ocean and moving onshore between oceanside
and san clemente. additional rainfall of one-tenth to one-quarter of
an inch will be possible and then the activity should diminish after
600 am.

...the flood warning remains in effect until 700 am mst/700 am pdt/
for southwestern mohave county...
* at 503 am mst/503 am pdt/...runoff from heavy rain upstream of
the sacramento wash is expected to make its way into the topock
area and flood the roadway where it crosses arizona route 95
resulting in flooding on the road.
a flood warning means that flooding is imminent or has been reported.
stream rises will be slow and flash flooding is not expected.
however...all interested parties should take necessary precautions
immediately.
precautionary/preparedness actions...
most flood deaths occur in automobiles. never drive your vehicle into
areas where the water covers the roadway. flood waters are usually
deeper than they appear. just one foot of flowing water is powerful
enough to sweep vehicles off the road. when encountering flooded
roads make the smart choice...turn around...dont drown.
be especially cautious at night when it is harder to recognize the
dangers of flooding. if flooding is observed act quickly. move up to
higher ground to escape flood waters. do not stay in areas subject to
flooding when water begins rising.
