the flood watch continues for

* portions of north central texas and northeast texas, including
  the following areas, in north central texas, collin, dallas,
  denton, ellis, fannin, grayson, hunt, johnson, kaufman,
  rockwall, and tarrant. in northeast texas, delta, hopkins, 
  lamar, rains, and van zandt. 

* through saturday morning

* rainfall amounts of 1 to 3 inches can be expected today with an
  additional 1 to 2 inches on saturday with a line of
  thunderstorms. total additional rainfall amounts of 2 to 5 
  inches can be expected with isolated heavier totals

* soils are saturated across north texas and any additional 
  rainfall will result in rapid runoff which is likely to lead 
  to flooding. 

precautionary/preparedness actions...

a flood watch means that conditions are favorable for heavy rain
which may lead to flooding of low lying areas. you should monitor
the latest forecasts from the national weather service and be
prepared to take action should flood warnings be issued for your
area.

the flood watch continues for

* portions of central arkansas, eastern arkansas, north central 
  arkansas, southeast arkansas, southwest arkansas, and western 
  arkansas, including the following areas, in central arkansas, 
  faulkner, garland, grant, lonoke, perry, prairie, pulaski, 
  saline, and white. in eastern arkansas, jackson, monroe, and 
  woodruff. in north central arkansas, cleburne and 
  independence. in southeast arkansas, arkansas, bradley, 
  cleveland, desha, drew, jefferson, and lincoln. in southwest 
  arkansas, calhoun, clark, dallas, hot spring, ouachita, and 
  pike. in western arkansas, montgomery and polk. 

* through saturday evening

* heavy to excessive rain fell across arkansas the last three
  days, with 3 to 6 inch amounts common and locally over 8 
  inches. rain and isolated thunderstorms were ongoing this 
  morning from texarkana to little rock and jonesboro. 
  precipitation will shift into mainly the northwest half of the 
  state tonight. another round of thunderstorms will hit the 
  region on saturday. the forecast calls from an additional 1 to 3
  inches of rain, with locally over 4 inches across the north and
  west.
 
* given the recent heavy rainfall, the ground has become saturated
  in much of the region. the runoff potential has increased,
  making flash flooding and river flooding more likely. there have
  already been numerous high water reports, including flooding of
  roads and road closures. if expected rainfall amounts are
  realized, this could become a dangerous situation, with water 
  possibly getting into homes and businesses in places.

problems based on the current forecast of heavy rain.

the flash flood watch is now in effect for

* portions of arkansas, northwest louisiana, southeast oklahoma, 
  and northeast texas, including the following areas, in 
  arkansas, columbia, hempstead, howard, lafayette, little 
  river, miller, nevada, sevier, and union. in northwest 
  louisiana, bossier, caddo, claiborne, and webster. in 
  southeast oklahoma, mccurtain. in northeast texas, bowie, 
  camp, cass, franklin, gregg, harrison, marion, morris, red 
  river, smith, titus, upshur, and wood. 

* through saturday afternoon

* periods of moderate to heavy rainfall with storms repeatedly 
  moving over the same areas will be possible. additional 
  rainfall amounts of one to three inches, with isolated higher 
  amounts will be possible, especially in the i 30 corridor and 
  surrounding areas. elsewhere, coverage of storms will be more 
  scattered, but any storms that develop will be capable of 
  producing flash flooding due to already saturated soils and 
  full creeks and bayous. 

* flash flooding of roads, low lying, and poor drainage areas 
  will be possible. if you encounter flash flooding while 
  driving your vehicle, remember to turn around, don't drown.
