...locally heavy rainfall and urban flooding possible today...
.a very moist and unstable tropical airmass remains in place over
much of deep south texas this morning. the continued presence of
this tropical moisture will maintain the threat of locally heavy
rainfall from slow moving strong showers and thunderstorms
throughout the day today. daytime heating increasing later today
will also help enhance the threat of more shower and thunderstorm
activity this afternoon. some areas within the watch area could
see rainfall totals today of 1 to 3 inches with isolated amounts
ranging from 3 to 4 inches. the combination of the recent heavy
rainfall across the middle and lower rio grande valley and the
potential rainfall today may produce localized flash flooding in
zapata...starr... hidalgo and inland cameron counties.

the national weather service in brownsville has issued a
* flash flood watch for a portion of deep south texas...
including the following areas...hidalgo...inland cameron...
starr and zapata.
* until 4 pm cdt this afternoon
* very moist and unstable tropical air remains in place over much
of deep south texas this morning. the continued presence of this
tropical moisture will maintain the threat of locally heavy
rainfall from slow moving strong showers and thunderstorms
throughout the day. some areas within the watch area could see
rainfall totals today of 1 to 3 inches with isolated amounts
ranging from 3 to 4 inches. the combination of the recent heavy
rainfall across the middle and lower rio grande valley and the
potential rainfall today may produce localized flash flooding in
the watch area. the urban areas in hidalgo and inland cameron
counties will be especially susceptible to localized flooding if
heavy rains impact these areas.
* flash flooding could lead to water covering roadways and
intersections and making travel very dangerous. low lying areas
could by inundated by flooding.
precautionary/preparedness actions...
residents...particularly those in flood prone areas...as well as
those living near small streams and creeks...should be prepared to
move to higher ground if flooding occurs.

the flood watch continues for
* a portion of northwest texas...including the following
areas...bailey...cochran...crosby...dickens...floyd...garza...hale...
hockley...kent...lamb...lubbock...lynn...motley...terry and
yoakum.
* through this evening
* a very moist airmass will remain across the texas south plains
region today as a weak upper level disturbance with tropical
connections remains overhead. the combination will bring the
potential for intermittent periods of heavy rainfall into this
evening. additional rain totals of 1 to 2 inches will be
possible...with locally higher amounts. runoff will be enhanced
with wet grounds less able to hold additional rainfall causing a
risk of areal flooding or localized flash flooding.
* areal flooding will be possible in poor drainage areas...
including low lying roadways...near playa lakes..and along
creeks and draws. pockets of flash flooding will be possible
with the most intense rain in areas prone to rapid runoff such
as the edge of the caprock escarpment.
precautionary/preparedness actions...
a flood watch means there is a potential for flooding based on
current forecasts.
you should monitor later forecasts and be alert for possible
flood advisories and warnings. those living in areas prone to
flooding should be prepared to take action should flooding
develop.
