...heavy rainfall to impact much of deep south texas through 
wednesday evening...

.deep tropical moisture over southern texas is combining with 
a disturbance in the middle layers of the atmosphere over the 
region to generate widespread moderate to heavy rainfall over 
much of the eastern and central portions of deep south texas and
the rio grande valley. any additional rainfall that develops 
tonight through wednesday evening could result in significant 
flooding problems within areas that have already received heavy
precipitation over the past couple of days.

the flash flood watch continues for

* a portion of deep south texas, including the following areas, 
  brooks, coastal cameron, coastal kenedy, coastal willacy, 
  inland cameron, inland kenedy, inland willacy, jim hogg, 
  northern hidalgo, and southern hidalgo. 

* through wednesday evening

* widespread and slow moving moderate to heavy rainfall due to the
  interaction between deep tropical moisture over the area and a
  disturbance aloft in the middle layers of the atmosphere will
  spread across the region tonight through wednesday evening. this
  may result in additional rainfall of 3 to 5 inches with isolated
  higher amounts of 4 to 6 inches or more. 

* heavy rainfall in a short period of time may cause small streams
  and arroyos to fill quickly to bankfull, possibly resulting in
  overflowing. low-lying and poorly-draining areas as well as 
  urban locations could see widespread street flooding with water 
  depth over a foot or more is some low lying streets and frontage
  roads. 

precautionary/preparedness actions...

a flash flood watch means that conditions may develop that lead
to flash flooding. flash flooding is a very dangerous situation.

you should monitor later forecasts and be prepared to take action
should flash flood warnings be issued.

.plentiful tropical moisture due to a mid level and surface
trough over the area will produce areas of heavy rainfall.
persistent heavy rainfall has resulted in significant flooding
across the region. additional rainfall tonight and tomorrow will 
likely produce additional flooding. depending on how long the 
tropical moisture lingers over the area, the flash flood watch may
need to be extended beyond wednesday afternoon, or extended 
farther west.

the flash flood watch continues for

* a portion of south texas, including the following areas, 
  aransas islands, bee, calhoun islands, coastal aransas, 
  coastal calhoun, coastal kleberg, coastal nueces, coastal 
  refugio, coastal san patricio, duval, goliad, inland calhoun, 
  inland kleberg, inland nueces, inland refugio, inland san 
  patricio, jim wells, kleberg islands, live oak, nueces 
  islands, and victoria. 

* through wednesday afternoon

* persistent heavy rainfall due to tropical moisture will result
  in flash flooding over the watch area. rainfall rates of 2-4
  inches per hour or higher will likely cause water to accumulate
  over some areas.  

* additional amounts of 4 to 6 inches can be expected across the
  coastal bend and the victoria crossroads, with 2 to 3 inches
  possible further west. locally higher amounts can be expected,
  as with any heavy rainfall event. total rainfall amounts will 
  average around or in excess of 10 inches over the coastal areas,
  especially over the coastal bend.

  another 1-2 inches are possible with isolated spots of up to 4
  inches tonight and wednesday.
