That is a tough one. Try
looking for a boaters guidebook for the local OR lakes. There is several good ones for Calif. Look for words like beware of strong afternoon winds on the bigger lakes (usually best in the summer). The south OR/north CA coast may be worth the drive if your skills are up for it.

i lived in ashland for about a year and a half. you got a small lake caled emigrant lake like 5 miles away, and i dont think it is windy that often, and part or it has a little beach and water slide and stuff. then over 60 miles east is the big klamath lakes. the coast with some nice sandy beaches and windy conditions are only 60-70 miles as the crow flies, but you have to take a windy, non-direct road to get there and it is about 3 hours.

I grew up in the Rogue Valley, both my uncle and step-dad windsurfed at Emigrant lake. Theres also Diamond lake, Lake of the Woods that are in the Cascades so probably see good afternoon winds in the summer as carl suggested. Theres also Agate lake near White City, but its very small. Good luck
