Just wondering why I sometimes get MA and RI extended forecast when Im looking for NY/LI forecast. Other times I get the NY/LI extended forecast without a problem.

Forecast Regions and Geographical Regions do not always have a one to one relationship. For instance one Geographical Region may actually have two Forecast Regions. This is causing the condition you described to happen.
We are working on a solution for this issue, and hope to have it implemented soon.
