As a healthcare provider in the Gorge here is what I have heard in multiple versions over the past month or more:
The Gorge is a highly-visited and heavily-accessed area due to its diversity and proximity to Portland. These factors make it a great petri dish for a big surge of coronavirus if it is allowed to be seeded by outsiders.
As it stands, coronavirus cases are pretty low because communities have done a very good job maintaining distance among residents and preventing outsiders from seeding the area. As such, it is expected to be the last area to open partially, and eventually fully. Some of this timeline will obviously be based on what happens as other areas open. Given the almost immediate rise in cases around the country in which more densely populated areas experienced during their reopenings, I suspect the OR and WA powers that be are not jumping to duplicate those scenarios.

Follow the Corps (for federal sites) and governors' (for state parks) websites for current facts on scores of specific sites.

I like to base any argument on the original source, rather than an intermediary.

Compare "Your honor, the governor or Corps or state law says the following: yada yada yada. Not guilty." to "Some gal on the internet said I could park here." I carry "yada yada yada" in my glove box and I take it into court when necessary. It works.

The plan seems to be open up just enough so that the locals don't go crazy (or broke) but not so much that it attracts visitors/tourists.
