Rudy Giuliani, President Donald Trump’s personal attorney, pursued contracts with Ukrainian officials worth hundreds of thousands of dollars while simultaneously seeking political dirt on former Vice President Joe Biden for Trump’s benefit, The Washington Post and The New York Times reported Wednesday.

As he waged a public campaign accusing Biden of corruption in Ukraine, Giuliani earlier this year was privately negotiating business deals with Yuri Lutsenko ― Ukraine’s top prosecutor at the time ― and the Ukrainian Ministry of Justice, according to documents obtained by the Post and the Times.

KYIV -- Anti-corruption investigators have opened a probe of former Prosecutor-General Yuriy Lutsenko, who is tied to the spiraling scandal over whether U.S. President Donald Trump sought to pressure Ukraine to investigate one of his chief political rivals.

The National Anti-Corruption Bureau (NABU) said in a statement on October 17 that the investigation was opened in mid-August, prior to Lutsenko's resignation, and was made in response to a Kyiv court ruling ordering the probe.

The probe, which relates to allegations of abuse of power by Lutsenko, does not appear to have a direct link to the larger, U.S.-focused scandal that Lutsenko is connected to.

Joseph diGenova and Victoria Toensing, a Washington husband-and-wife legal team with ties to Trump, were also listed on some of the documents as people who would receive payment from the Ukrainian government.

One such document ― a draft of a legal agreement from mid-February ― called for Lutsenko to pay Giuliani Partners $200,000 to retain Giuliani, diGenova and Toensing. Per the agreement, Giuliani would help Lutsenko recover money he believed had been stolen from the Ukrainian government.

Giuliani on Wednesday defended the negotiations in a series of text messages.

“It was not a strict conflict but it could be too much for me to do,” Giuliani told HuffPost about his apparent decision not to finalize the contracts.

“Got paid ZERO,” he added.

As the Times noted, Giuliani met with Lutsenko in New York weeks earlier to discuss Biden, the Ukrainian gas company Burisma, and Biden’s son Hunter, who was a member of Burisma’s board for several years until April.

A month later, Giuliani was one of several lawyers representing Betancourt in Washington. The lawyers met with the chief of the Justice Department’s criminal division and other government attorneys to argue that the wealthy Venezuelan should not face criminal charges as part of a $1.2 billion money-laundering case filed in Florida last year, said the people, who, like others in this report, spoke on the condition of anonymity because of the ongoing investigation.

“The purpose is to ensure the public has an opportunity to see whether there is any kind of corrupting influence,” said Clark, who has written on ethics issues involving government employees in need of lawyers.

During the presidency of Bill Clinton, for example, congressional Republicans and others suggested that some donors to Clinton’s legal defense funds were currying favor. The names of the donors and the amounts of their gifts were disclosed.

For his paying clients, Giuliani has been able to provide access to senior officials across the Trump administration.

When you go through hundreds of thousands of dollars a year, and face a divorce, and appear to have lost your marbles, you will pander to Trump's conspiracy fears for gold. From the Post, Rudy's latest bit of tall tales.

Shokin is the former prosecutor who allegedly died twice without anyone in Ukraine noticing. For anyone who was reporting on Ukraine when Shokin was prosecutor general, Giuliani’s claim that Shokin was an anti-corruption crusader is ridiculous. Civil society groups tried for months to have him removed because of his failure to go after corrupt officials. Then-President Petro Poroshenko fought to keep him because in Ukraine prosecution is politicized, and you want a loyal prosecutor who can bring charges against your enemies that you can use as leverage in political negotiations. What finally stopped the deadlock was Biden threatening to block aid.

The second prosecutor is Yuriy Lutsenko, known as Ukraine’s first prosecutor general without a law degree. He has a record of making baseless statements to grab headlines and attention; if the backlash in response to his provocative statements starts to get too big, he then rolls them back. This is exactly what happened when he falsely claimed that former U.S. ambassador to Ukraine Marie Yovanovitch gave him a “do not prosecute” list. Now in the documentary he is making the same claim again.

Derkach is a member of parliament formerly of the party of ex-President Viktor Yanukovych, who is now in exile in Russia after losing power in a popular uprising five years ago. Derkach, a graduate of the KGB academy in Moscow, is known for peddling conspiracy theories.

Art, none of these people are credible.

And what about all those statements and legal documents Giuliani has been collecting? I’ve seen a lot of others like them during my nearly six years in Ukraine, handed out by corrupt officials trying to dismiss allegations against them. There are rarely any repercussions for even the most outlandish of statements, and an official government letter denying or alleging wrongdoing can be either forged or obtained from a prosecutor who has nothing to do with the case.
