How much is the board supposed to weigh?

Well No.. I would not drill a hole in a 17lb. Board If I thought there where an issue, I would weight it weekly when it was completely dry.

Not a good idea IMO. I would look really hard for where water could have gotten in first. If nothing comes up visible , look att he foot strap inserts, mast foot and fin box areas.

Human psychology is a funny thing. 17lbs is only heavy if you've
compared it to a larger same brand same board construction of lighter
weight.

Baseline the board 1st, ride it the season, and measure it every
week or so. If it's not getting heavier, it's not taking on any (more) water.
Otherwise, find the leak.

Leave it out in the sun with the vent closed. Any seeping? If none, no worries. Otherwise, find the leak

That's about $50. If it reads moisture, find the leak.

If your internal voice still says "this board is taking on water", and if that
bothers you, drilling a hole and checking at the end of the season is
semi-definitive, and gives you something your mind can accept (if there's no
leakage). A stick of Ding stick is $10. If water drains out, then you
and your paranoid delusions are vindicated, and you can start again
with trying to find the leak.

If you're the type to perseverate, it's only a little hole (about the same as
the one the manufacturer drilled for the vent plug) ;*). If you can be
more Zen about it. 17lbs is dandy!

I will mention that if the EPS core has taken on water, you'll never get it
all out (drained or not).

MATH , BOARD IS SAID TO WEIGH from Goya 14.5 lb

According to my scale, 3 DRY footstraps weight 14oz
1 plastic mast base with screws weight 6.6oz
TOTAL WEIGHT OF 1 LB 5OZ

MATH :: ADD 1.5 TO 14.5 = 16LB

17lb -16LB= 1lb

1lb of water is about .45 ltrs so about 1/4 of a 2 ltr Bottle of Coke.

The board weighs about 1 lb of what RRD says.
If you want to drill a hole to look for water then ,. Repair with ding stick, or convince someone else too , go ahead

I probably wouldn't even bet the labor to drill a hole and replug it,
but if it frees your mind to sail with reckless abandon, what the heck.

p.s. you can tell my head fills up with useless concern (is the lawn mowed, did I get my oil changed............), but with me that all goes quiet when I'm at the top of an 8ft swell or a pristine powder field.

As previously noted here, the foot straps and Mast base weigh in the neighborhood of 1.5 lbs. Rigatoni says the board also has thrusters in it, I suggest weighing the thrusters and adding that weight to the 1.5 lbs that the straps and MB weigh. The total will be pretty close to 17 lbs. And remember, that the bathroom scale is ok to use for one lb increments, but for anything smaller that that, you are not getting useful information.

None of my production boards weigh what the manufacturer publishes. Usually they come in a few tenths heavier. I suspect that they weigh them without pads, but I don't know. If there is a bit of water in your Goya, so be it. You will never get it out after the amount of time that it has been in there. A bit of water will not hurt the performance of the board. If you let it freeze in there it won't be good.....probably best to take the plug out except for sailing. Put a two bolt chinook on the board and store the plug inside of it with the slider in. That way you will remember to put in back into the board. Enjoy the board. it's not going to blow up if you take the plug out when not sailing and keep it out of the sun as much as possible.
