Visitors will be allowed access to the Villages of Rodanthe, Waves, Salvo, Avon and Buxton beginning 7 a.m. on Thursday, Oct 13. Restrictions remain in place for Frisco and Hatteras

This is from https://www.facebook.com/NCDOTNC12/. The comments to the various posts also contain a lot useful information from people who are there, if you have the time to look at them. Seems no major damage to NC12, but lots of flooding in Frisco and Hatteras.
