You bet there's hope. My wife and I recently switched back to windsurfing from kiting. Yesterday at the local launch, windsurfers outnumbered kitesurfers 8 to 3. Windsurfing (especially FW) in light winds is way more fun than kitesurfing IMO.

Today at the Access. The County Park was full, all windsurfers.

4 years ago, my first visit to SanJuan, there were over 50 kiters on the beach each day at OceanPark, and we saw maybe 3 windsurfers at Punta Las Marias.
This past winter, any day over 15 mph, there seemed to be less than 8 kiters down at Ocean Park, while most days got over 10 windsurfers at LasMarias.

On the other side of the levee. In the second photo, left of the road on top of the levee, you can see the water in the distance.
