It has blown over 20mph almost each day in April so far.

Let's be honest now.
1. The man asked for wave sailing.
2. The wind has PEAKED around 20 (7.0 on a slalom board) some days, with one day of sailable but very gusty and fading wind.
3. That equates to 2-3 hours of sailing for the week, IF one rigged a few sails in advance and pounced at the first sign of wind. That's not a vacation; it's Whackamole.

It appears Brett could have sailed 6.0 or better almost every day for at least 2 hours. About all one can ask for at this time of year with cold water.
