No access to the East Beach on Friday 3/28 and Saturday 3/29. I am guessing you could still get into the water from the beach upwind of the St Francis YC or park behind the Sports Basement and walk across the grassy field.

Just come to 3rd Ave. that day - the 2nd best windsurfing spot in the Bay Wink
