I way I test for water in the board

use a plastic sandwich baggie or sheet of clear floppy like a notebook page

around the suspect area, tape the plastic, enough to cover the area, in your case where the cracks are, or entire box.

set the board in the sun, if it has water it should show condensation from the leak on the inside of the plastic, should occur within a half hour or so, doesn't take all day.

This may help. this fin I made from 2 fins, the bottom base is one, other the fin part, I used a router to make a home in the base and set the fin in the hole, using epoxy and fiberglass & carbon.

prior to this repair, the only slightly clear Smile carbon is visible,

where the 2 attached its sound, except the lighter layers of material, which cracked, flaked is more like it. I thought the damage was limited to the rear, but can see from the photo that the leading edge has a hair line crack.

the point is, laying s-glass, fiberglass, carbon over , withOUT a support joint, will product some result, but would probably crack again. This kinda layover, lap over repair, is not going to be as strong as the original.
