look at corpus christie texas. a side benefit, if you are bird watchers, that geography is quite the cross roads for lotsa migrants. check wind sites, one can find statistics about certain points, wind meter by wind meter.

could be really easy to plan.. if you have last minute flexibility you drive during a good time and get great wind, this could be in florida, or one of the nearby states. for instance, you could leave right now for hatteras, their forecast this week from monday thru next sunday is average of 25knots of wind every day, everything is really cheap(big house with hottub makes a great gift). you can get guidance here for a quality weather forecast guess and the reliability of that guess. maybe this next weeks wind is a mix of reliability, without checking all the details, a cold front will start the strong winds and then maybe a low pressure just offshore keeps fueling and strengthening those winds up into the 30's(windspeed). those with local knowledge there could confirm my windguess for this coming week.

last minute flexibility is best and doing a drive to wind.. if you want to plan a timeframe months from now you should either choose to fly into the most trusted spot or hope for luck and wait last second then drive to what could be the windiest spot around you depending on conditions at that time. a couple hour drive covers a lot of spots.

while florida keys are nice, they are not the best or only local spot, or the warmest in winter, you could have cold water there but an hour north the water would be gulfstream warm(upper 70's, low 80's) and much windier, it is best to be flexible when chasing wind.. but also changing locations throughout a trip as needed locally in florida or elsewhere can be a charm, there are so many places on/near the beach on the west coast, east coast and keys in florida, plus the option to get to the windiest spot. anyway more info on your options might let us guide you, but again you might get in the car now and have a week of crazy windy in hatteras(end of summer has really warm waters but winter and spring has crazy cold waters). Best wishes, john in jupiter

p.s. jupiter gets the warmest winter waters(in the 70's), and our best wind is southerly(air temp. 80's), but it is hit or miss, sometimes it is world class down the line wavesailing, kinda rare but we get good stretches, and usually forecastable in advance.

I didn't see Costa Rica (Lake Arenal) mentioned yet. Its about as close to a sure thing for high winds during the winter months. Definitely need more than 2 nights though...
