I don't know of any launch sites in Niantic, I hope you find one.

If you can't find a place to sail in Niantic, you can sail at Harvey's Beach in Old Saybrook, about 20 miles west of where you are. There is a fee for non residence, but windsurfing and kiteboarding are permitted, which seems not to be the case at many places here in the summer.

At low tide there are sand flats which means having to carry equipment a few hundred yards. It's a great spot though, with nice sandy bottom and waist deep water, but stay well away from shore because of sand bars. It's also best 3 hrs. either side of low tide, when the sand flats become accessable. In light winds of 10-15 waves are not a problem, only about 1 ft. Wind has been best here very late afternoon with the current weather pattern.Hope you find a place to sail!
