I used to sail Nehalem bay long ago in the winter, it was always raining too.
There are a lot of ponds and bays on the coast you can sail on, however,
never sail on the mouth of the Columbia River, a windsurfer broke down
and got ripped out to sea and got rescued by the coast guard 5 miles out.

Dana Miller and Roger down south sail the north Bandon Jetty and other
locations around Pistol River and Jeff sails Barview near Oceanside.

Warning the swell size in the winter is huge and these are some of the
best sailors on the Oregon coast. Also the wind can be inconsistent.
Along with the 20-30 waves are logs in the water, don't go out in the
Oregon coast unless you know what you are doing and know your
beach really well.

However if you are desperate in winter the ponds and bays are an option
or you can join Larry, Rick and I at Rooster Rock.

Back in the old days Tolovana Beach on the south side of Cannon Beach was used for south wind coastal sailing relatively close to Portland.
Like Manzanita gets a downsloping NW wind off of Neakanie Mountain,
Tolovana is north of Neakanie Mountain and seems to get a downsloping
south wind boost. However, this is pretty exposed to waves from all directions unlike some of the jetties mentioned.
