I've fixed quite a few in my days, with mixed success.
Windsurfers were soft, pliable plastic as you know.
If it's a place that gets trampled on and will shift a bit, won't work.

It's the case with the corner of the daggerboard well, the most common such board damage.
Won't work well either with larger rock dents smack in the middle of the board, nor around the mast base.

Works somewhat well at the rails and tips, where the plastic is rigid, or around the skeg.

If the problem is near the well, you can (and must) pry the water out first. Use absorbent towel shoved in the hole to get the water out. As it gets full, put a dry one in. You'll be surprised how much dampness will come out. After a few of these, over days, you'll get the water out (the foam inside osmoses).

You may use Sikaflex #291 LOT (for underwater), works well for some surfaces and plies with the surfaces of soft plastic better than rigid epoxy. Depends on the surface.

Whatever the job and damage, don't leave the board floating around at the beach when you're done. Do your thing, then take it out. This way less water gets in. And don't run aground.

Otherwise, yes any system like West on 1-piece fiberglass masts, hard boards, fixing skegs and kayaks - all that works well.
