I'm looking to do a windsurf trip for a couple weeks over the next month and am looking for advice on there to go. I'm a capable sailor that would like to try wave sailing.

Top choice is Jericoacoara, but last minute that going to be $$$$$.
Maui? - Vela says it should be windy
Baja, have always wanted to try PSC
Baja, got to sail Ventana ~ 10 years ago and loved it but looks too early in the season
Arenal? - but it looks very early in the sailing season on Arenal, are there other locations in Costa Rica that are reccomended, preferably that rent gear?

Windsports site says hi winds in November at these 4 locations - Antigua,Coche,Margarita,Tobago

Arenal and Sea of Cortez have no waves.
Don't know when Jeri's wind season is, but it looks like tiny surf, good for learning.
PSC might have surf, but wind is iffy in Nov.
Leaving Maui, or CapeHatteras, or Corpus/SPID.
I'd take Oahu, but I know where to sail there, after over 20 trips there.

November in Maui is the best call. PSC is risky business, but great reward if you hit it right.

To keep it cheap on Maui, be flexible on your travel dates, get your rental car early, and check the north shore vacation rentals on vrbo.
