TREASURE ISLAND FACT SHEET FOR WINDSURFERS

The military base on Treasure Island is still being cleaned up so that it can be transferred to San Francisco and reused for residential and recreational purposes. San Francisco Boardsailing Association has worked to make sure that the long term plans for TI include access to the water for windsurfing, boardsailing, and kayaking. However, we have no absolute right to reach the water as long as the land remains in Navy ownership.

The Navy has, however, made an effort to allow limited access. Here is the key part of an e-mail Tom Gandesbery received from Jim Sullivan of the Navy: “Attached is an access map that we distributed at the TI RAB meeting on Tuesday night. The boatramp is now accessible.

Basically the map is saying that the boatramp is currently accessible from the west along the Perimeter Road/Path. (While it is often called a "road", it is only open to maintenance and fire/security vehicles and is not a public road; it is used as a walking path.)

There are multiple pedestrian access points to the Perimeter Path along its length, so once someone gets to the path, they can reach the boatramp by walking east.”

While the City of San Francisco cannot permit our use, particularly on Navy land, they have a long-term vision of Treasure Island as a recreational destination, and boardsailing as an attractive and compatible recreational use. As such, they have indicated that they would not work to block our access to the water as long as it does not interfere with either ongoing remediation efforts, or the tenants who pay rent that allows San Francisco to maintain the island. At the present time, there are common green areas between housing developments on North Point that can be used to reach the shoreline path and launching ramp. If you choose to sail at Treasure Island, please keep these important points in mind:

• Remember that you are a guest on this island, and are being allowed onto the Island as a courtesy, not as a right
• Remember at all times to be courteous to residents and officials on the Island, and drive slowly when you are in neighborhoods.
• Do not park in front of any occupied unit, or use spots marked visitor in front of occupied units. There is more parking on Bayside, but the units at 1231, 1233, 1236 North Point and numbers 1207, 1209, 1211, 1222, and 1224 on Bayside appear to be unoccupied.
• Do not use the dirt road that parallels I Avenue, or I or M Avenue. The parking lot close to the launching ramp remains closed, and may be needed for further remediation work. That area is used by contractors, and the children of tenants, and driving may represent a fire hazard.
• Obey all signs that restrict access into areas still under remediation
• Remediation of contamination on the Island remains a high priority
• Use the corridor between building 1233 and 1235 Northside for access to the ramp to minimize impact to building 1237 which is occupied
• Capacity is limited along North Point, but there appear to be about 60 parking spaces on Bayside Drive associated with vacant buildings. Do not park on any grass areas.
• If parking is limited, even on Bayside, launching at the end of 13th street remains an option.
• If you have questions, talk to Kevin Kan or Ross Libenson , both attended the meeting with City.

Hopefully my aerial shot publishes. The addresses of the buildings in red are for occupied buildings. 1235 North Point is not occupied, but the spaces in front are frequently used by residents of the other buildings nearby for parking. The best bet is to park in front of 1233, 1231, or 1236 and walk back between 1233 and 1235 to get to the rigging area and the shore. There has been some conflict between windsurfers and residents, so show the residents some extra respect by leaving them the spaces near their homes, not blasting music, driving extra slow, etc. The real key to making this work is getting all the wind crew on board, so if you see someone who doesn't know the protocol, please bring them up to speed. Please check back as a dash sign will be generated. Having a dash sign will let island staff and security know that you are up on the rules we plan to operate by.

Windsurfing... no strings attached.

on a more serious note, the main area that the kiters used to rig up and launch is an area we're trying to keep everybody out of, and the two buildings that kiters used to launch between are occupied.
