Seriously though, what makes you say it's the treatment plant crew?
AFAIK, that gang sails Pt. Isabel rather infrequently.

I also attempted to get Senator Boxer's office involved. This seem to be the only item that perked Mr. Suillivan's attention. The contact there is Megan Miller (megan_miller@boxer.senate.gov). She was generally unfamiliar with the access issue or that corner of TI.
