I e-mailed Captain Putz per your suggestion. His bureaucratic response is below. I'd be shocked if they opened that parking lot this season.
In response to your e-mail, the Navy's Non-Time Critical Removal Action for
Solid Waste Disposal Areas at Installation Restoration Site 12 at Naval
Station Treasure Island is ongoing. Because the cleanup work has not been
completed, access restrictions at the northeast corner of the island must
remain in place.
Although the Navy had originally anticipated that a shorter time-frame would
be necessary to complete this work, radiological contamination in the form
of small items containing radium-226 and associated radium contaminated
soils was encountered during the early stages of the soil excavation
activity. The need to properly address any potential concerns relating to
the radiological contamination significantly changed the complexity, scope
and schedule for the project. During the course of the project, the Navy
periodically reviews and updates the schedule, and is currently doing so.
The Navy has provided regular briefings on the project through the bimonthly
Restoration Advisory Board meetings and periodic newsletter mailings.
We understand the interest of those members of the public who wish to access
particular areas of Treasure Island for recreation; however the Navy's
environmental cleanup mission must take precedence.
The Navy remains committed to completing this project in an expedient, but
thorough manner, and to work with the Treasure Island Development Authority
on any future interim access plans for the northeast boatramp and parking
area.

there are quite a few people that didn't kiss last season at TI goodbye.
the old launch was nice but we don't need no steenking boat ramp.

Yep, TI is indeed open for sailing... albeit w/o the boat ramp. The launch is less convenient, but we now have a nice hose to rinse off with... might be an even trade as far as I'm concerned

There is actually a hard date when Navy would let you launch from anywhere at TI.
It is about 452 year since navy left the island.
I wonder whether there will be windsurfers then. Or wind. Or TI. Or water.
