I live in Richmond and have found a few launch sites on the Rappahanock, and Pianakatank, Rivers. The wind really sucks, weeks of 5-10, some 10-15 and the very occassional 15-20.

Time is much better spent running down to the OBX, there are alot of WS'ers in the Virginia Beach area, Google Windsurfing Enthusiaists, of the TideWater (WET) that crew has the launch sites for the lower bay wired.
