where it rarely blows over 15. maybe this is a noob ? but whats the biggest sail I can put on my bic techno 148. all I got nows a 9.2 , is there a max sail to board size ratio?

Yes, there is a max sail size for each board and you are probably pretty close to it now with that board. You will know the sail is too big when the sail starts to pearl, or burry the nose of your board.
