All you have to do is look at a map to see that it is not fresh water. As far as polution, who cares? The water is too cold to swim in and we are windsurfing. I wouldnt drink the water, but it is fine to sail in. Im no expert but I would guess that it is saltier than the ocean.

Crissy is more of an advanced spot. Beware of boat/ship traffic and strong ebb/flood currents.
The cleanest would be the ocean: Waddell, Santa Cruz, Ocean beach and they often have real sand and real waves.
San Luis reservour forebay has clean water, no chop, very good wind in spring/early summer.

Beaches in the bay? We dont need no beaches! We call then launches and mud, rock, docks or cement ramps are more typical.

Yes, the ocean and Crissy is always that cold. The water in the rest of the bay warms up to about 60-65 in summer. Full suit recommended year-round if you sail miles from shore (you never know when you may have to swim back). If you stay close to shore, a shorty is ok on warm days. Palo Alto probably gets around 70, where its more shallow.
