I just received this from the Navy:

Ryan Miya from DTSC contacted me regarding your phone message to him about
the Treasure Island remediation.

The project you are referring to is the Non-Time Critical Removal Action at
Installation Restoration Site 12 for Three Solid Waste Disposal Areas (SWDAs
A&B, 1207/1209, and 1231/1233).

At this time, the Navy has a completion date of June 30, 2009, however the
Navy is currently in the process of updating the project schedule. As with
any environmental remediation project, field conditions can result in
further schedule changes.

I do not know what the Treasure Island Development Authority's plans are for
the northeast parking lot and boatramp area once this particular remediation
project is completed, so I can only speak to the Navy project schedule.

You are all welcome to contact him directly and tell him how unreasonable the Navy is being. Better yet, contact your local governmental official and tell them that the Navy is stalling.

From the Navy's standpoint, why really commit to anything?

Nevertheless, it does point to a strong lack of response to the publics' interest.

Seemingly, the military wants respect and support from the American public, but in my opinion they need to earn it, especially here at home.

TI, in my opinion, is probably the ideal spot to launch a windsurfer in the bay. Best and cleanest conditions... It's not a great deal, but how much could a couple dozen windsurfers really influence what the US Navy deems a priority?

It would be sweet if we could just get an improved launch without a wind shadow right on the west side of the island, behind those townhouses...

The Navy said that they would be finished with construction in October or 2007. They ran into other contamination in their soil remediation, and were delayed for legitimate reasons. However, the original soil remediation work has been complete since last fall, and they are making no attempt to re-open the site.

The needs of a few windsurfers mean squat to the Navy. Unless one of you has a relative in Congress you're just going to have to "hurry up and wait".

I got to take part in a change of command ceremony there in 1980. I even escorted the wife of the incoming base commander to her seat.

The enlisted quarters had a wonderful few of the bay and city and I remember thinking how nice it would be to live there all the time. Back then I didn't even windsurf so now it would be awesome!

I would imagine those townhouses are about a couple of mil apiece?

You need to kiss Mr. Sullivan's ring to hopefully allow us peasants access to his kingdom again. You might have to kneel down to do it as he is a man of small stature with Napoleonic dreams.

Perhaps a different tactic might work here. I say teach this navy guy how to windsurf. If he digs the sport, he will have an interest in finishing this project this decade. Just be careful though. If he likes it too much, he may want to make it exclusively for himself and cut you out of the deal. Perhaps post sessions brewskiis should be part of your training mission. That and invite that guys wife with the 3S board who got a XL boob job recently. That should cover it.
