If it was, I wouldn't have posted. I've talked with quite a few people who think if they are on starboard they have ROW which means they go where ever they want to go, even change their course and the other person has to change. That isn't what it says.

Not to mention how many times have you been on a port tack approaching somebody who is on starboard and they keep changing course (usually trying to beat you upwind).

So it is not the same thing in some people's mind.

It happens when thst sailor is just slightly in front, the upwind sailor is in your back so you really need to turn your neck to see her/him. That's why it is the upwind sailor's responsibility to look before turning, it's easier that way.

Listen, we all have the proverbial "blind-spot" somewhere. Let's not split hairs here. My point is that when someone is within turning range, it's best to be on "alert". I for one wear a hat that actually does cut off some of my peripheral vision, so I have to work (turn my head) extra hard to see people upwind and behind me. Sometimes I can hear them coming before I can even see them. You can be sure that I'm paying attention to their position.

Overall, there is no such thing as "just mindless cruising". Even if I'm not on the lookout for other sailors, I'm constantly on the lookout for kelp, pieces of floating wood, whales, sharks, giant squid and other sea monsters. Shocked
