I windsurf at Edisto Island, which has lots of good launches, and often good wind, too.
If Hilton Head and Beaufort are anything like Edisto, you can just find an area where the island curves so that the wind is sideshore or onshore, park at the nearest beach access, and go. The waves usually aren't too big, so it's not a big deal to launch in the ocean if you are a reasonably proficient sailor.
