I agree w/ JROGG
I ask all the time. If someone is coming in, that is most helpful, but can't always find that person, so I ask who is about to go out and then keep an eye on them. If they slog, my choice is either good or maybe I rethink it.

Some of it is HEYYY Wasss upp, but some of it is solid knowledge used by some of us to actually make good judgements about

Rearding the USCG rescues...

I have been picked up several times with breakdowns over the last ~5 years. After thanking them, I specifically asked how much of a nuisance windsurfers/kiters were. They had two answers:
1) Any rescue not involving 'jumpers' were just fine with them...
2) They closely log the number of people rescued as well as the $ value of equipment saved-- as such the Fort Baker USCG station ranks *very* highly amongst USCG stations for rescues/property recovered. The importance here is that they are more likely to have their budgets refreshed over the less 'needy' areas out there... job security is important to them too.

...not suggesting its ok to get picked up if you can otherwise make it home, but they are happy to help before you get into a real jam.

I usually only have 2 answers, 3.7 or 7.5 and watch their face as they actually look at the wind.

Reminds me of my first Baja trip. We were camping at a place called "Bug Beach". Probably due to the noseeums. Not really a problem. When someone would come by and ask about the bugs, we would have two answers depending on whether we wanted to be camping next to these people or not. One - the truth. The other was "No problem except in the evening when the flying scorpion's come out."
