I watched the video and I know EXACTLY what the problem is.
The strap that is going directly across your hips below the hook should be routed around the hook as described below.
Unclip the strap
Run the clip to the end of the strap
Run the strap up behind the bar
Feed it back down over the bar BETWEEN the hook rails
Clip into the buckle and tighten strap
This will keep the bar from sliding back and forth. This will also allow you to adjust the bar height. You can have the bar low for speed or higher for more manuverability.
I have a similar speed seat and love it. You just need to route the straps correctly. Hope this will help you get the harness working properly. Maybe you can return the extra part you bought as you probably don't need it.

I guess I should have watched the new video. New harness looks comfy. You won't have as much height adjustment with that one but you can adjust it. Just loosen the top buckles on each side and tighten the lower ones to lower the hook. Opposite of above to raise the hook.
