With a couple of sail pumps on a AFS 95 foil with F800 wing (+1100 cm/sq) I can get up in 8 mph winds with a 9.0 sail and Bolt 135 board (I weight 190 lbs), I have been told by Andy at Wind-NC that you need to reach 10 mph to foil, period. I was out and the wind dropped to 4-5 mph, so I started to just pump the 9.0 sail rhythmically, and really started to move, was surprising how fast. So its all about how good someone is at pumping the sail and board to get enough forward speed to get to 10 mph in order to get up on the foil. A wider board will slow you down sub-foiling in those wind speeds.

A little OT .... a little video on a lightwind day
We were all drooling sitting on the beach watching the foils so effortlessly use the flat water and light winds.
I had rigged the lightwind gear but still not enough wind to go out
My 75kg son took the gear out instead and had some lightwind fun up against with the foils.

After a week in Hatteras foiling daily (except for the long distance race day).
145lbs
6' 110L custom Reef Warrior board
GoFoil IWA
-8-12 knots 5.7 Naish Flyer
-10-15 knots 4.3 KS3
-15-20 knots 3.7 KS3
-20-25 knots 3.3 (could have used smaller)
-6-8 knots 7' 120L custom Reef Warrior board , 280 Maliko on 5.7 Naish Flyer with 2-3 pump

I really need to get a GPS to put some real numbers to these claims, but yes, it seems to me like almost all (normally sized) foils need about the same amount of forward speed to start generating flow over the wings, and to start lifting. Maybe it's 10mph, maybe it's 8, it is just a guess at the moment.
The huge wings seem to shine when you get into a lull and start slowing down- the bigger the wing, the lower the "stall speed" tends to be, and you can just keep flying and flying and flying at the most ridiculously slow speeds until you get the next puff of wind to accelerate again. The smaller wings will lose flow sooner and you'll plop back down to the water and have to start all over again, whereas the huge wings might coast you through the lull.
Of course, there's about 8,000 different foils out there now, so the generalities won't apply to every make and model...
