I was made aware that there is an on-going Levee Protection Planning and Improvement Project by Foster City which includes the vicinity of the Third Ave Launch areas. They're proposing to raise the levee walls up to 4' and keep the launches the same or "improved," and they're hoping to get it out for bids in fall 2019.

Here is the reply from Foster City when asked about it:

Staff will be updating the City Council at the upcoming Council Meeting on Jan. 7. Following the update to Council, staff will incorporate any comments from the Council into the updates on the website. As far as the review period for the BCDC Permit, it will start after BCDC deems the application complete. Not sure exactly when that will be. Just for illustration purposes, Foster City submitted the application to BCDC in early November 2018. BCDC sent the City a reply letter in early December stating that they need additional information before they process the application as complete. Staff has already replied to the request and are awaiting further word from BCDC on the permit application completion. So needless to say, things move slowly in the permitting world. When the application is finally deemed complete, there will be a comment period. I will let you know when that comment period starts. As far as the levee design, it is currently at 90% complete. Staff is waiting for all the permits to be issued (likely summer 2019) before the design is finalized and advertised for bid (likely Fall 2019).

In regards to Baywinds Park, all the existing bay access points will either stay the same or be improved. The parking area is not being effected by any of the construction. If you have any other specific questions, feel free to contact me directly at (650) 286-3279 or ndorais@fostercity.org.

Update about the levee plans - thanks Robert Robertson for researching the details and providing his comments/thoughts. Per Bob's request, I'm relaying his info here.

Hi All,

The FC city council got a brief status update on the levee in their
January meeting. They did not discuss design details. Vice Mayor Herb
Perez stated his/their priorities clearly :

"The most important part of the levee is that it stops water. That's it"

"First and foremost that it is delivered on time. Second that it is
delivered on budget. That's it."

He was less concerned about completing all amenities and aesthetic
details. Those can be completed after the main project, possibly under
separate budget allocations.

The Bay Conservation and Development Commission, BCDC, held a Design
Review Board meeting on the levee project in February.

The link "Foster City Levee..." is a 10 page summary prepared by the
BCDC staff.

The link "Exhibits" is a 69 page pdf file prepared by FC. This includes
illustrations and detailed drawings of 36 sections of the levee. This
may not be the final design, but I suspect that no major changes will be
made this late in the approval process.

My Comments on the "Exhibits" pdf:

1. The trail around the golf course (upper kite launch down to the main
parking lot) are marked as "No Improvements" on sheet 7, meaning the
trail is high enough that it does not need to be raised.

2. A boat ramp, bay access point #1 on sheet 12, is planned for above
the main WS launch ramp, bay access point #2. This is only intended for
emergency use by The FC Fire Dept. This little added project looks to
me to be rather difficult and expensive to do. Is it really worth it?
This is not required by FEMA or BCDC. It is probably a wish list item
from the FC fire dept..

3. The ramps at the main WS launch, #2, and at the kiter's beach, #3,
would be improved to make them ADA compliant (with hand rails?)

4. The trail along the lower kiter's beach will be raised. It will
remain as an earthen levee.

5. A sheet pile levee will be installed from the kiter's beach to the
SM bridge.
