Actually Hurricane winds hardly ever produce. Usually they are either to far off shore and suck up all the energy or way too close to shore and to windy.
On occasion one will hit the sweet spot but not usual and you have to be in the right place somewhere between Key West and New York.
August and September are pretty weak wind periods on the OBX.
October and November can be great due to the fronts moving through as the seasons change.

Hi there ephilipblack - sending this to Mike to pass on to you sir. Sorry it took me a little bit to respond.
OBX is a fairly windy location as the warm season cranks up. Atlantic/Bermuda Highs setup and bring the S/SSW/SW Sea Breezes to life with some power. Statistically out in the middle of the sound, June is one of their best months with an average of ~45% @ 22kts+, 75% @ 17kts+ and nearly 100% @ 13kts+. However, closer to the launch side (we'll take the Real Watersports Slick for e.g.), the stats are lower, but still good. There at Real it is ~30% @ 22kts+, 55% @ 17kts+ and about 80-85% @ 13kts+.
As far as logistics, Real Watersports has a place they rent out for lodging right next door and are pretty friendly folks:

But there are plenty of rentals up that way if you find a good real estate company - or even a better deal with VRBO / AirBnB!

REAL is kite shop, they don't have any windsurfing equipment... and I would NOT windsurf at REAL - don't want to risk my life to be cut by lines of novice kiters.
