Mike Godsey of iwindsurf.com here. I am one of the 3 Southern California forecasters. I suspect have been looking at one of our largely useless computer forecasts for Southern California.
I don't think our human " 3X Daily Briefing" has ever forecast winds as low as 10 knots for Cabrillo unless it was during a rare prolonged Catalina Eddy. So try this link:

Our human forecast is a long way from being perfect but it is usually better than a computer forecast.
Cabrillo is a wind magnet due to a very local venturi off the Palos Verdes Peninsula. The sensor does read high due to the venturi but like Chris said the lull line is fairly close actual average.

But if you do head up the central coast that 4.7 would be very handy at Jalama or Arroyo Laguna...
Funnily enough it was solid 4.2 in San Diego yesterday! ( J-St). I was getting worked on a 4.7.

well if I pack the 5.3 it will blow 4.2 and if I pack the 4.7 it will blow 5.7.. so let me know what kind of wind you would prefer....

Check Leo Carrillo if you want some waves & clean water - same thermal that fires up Cabrillo - usually on par with wind speeds, but kicks in later till sundown - 5.3 & 5.7 & 6.3 if ya can...

Unless you're making the 2 hour drive to Lake Isabella bring big stuff. Cabrillo blows high-teens every afternoon this time of year.
