Bolt 2x4s upright to your front and rear fenders, tall enough to clear your top. (Id also use a good construction adhesive, cause bolts tend to hog out the holes in wood.) Nail & glue crossbars across the front and rear pairs. Nail some discarded carpeting to the crossbars, trimmming any serious excess so it doesnt flap too much in the wind. Drive some big spikes halfway into the ends of the crossbars, so the exposed 6 of the spikes provide anchors for the ropes or baling wire you tie your boards down with.
If looks matter, you can usually find house paint some dudes wife didntt like the color of on a discount rack at Home Depot. That, and a paint brush with the roofing tar chipped off, will make them 2x4s look pret near the same color as yer Miata, so yer in buidness. The paint can also be used to cover the adhesive you dripped on yer cars finish.
OTOH, if your financial resources allow more finesse that tnat, buy a used minivan for sailin and a Miata for drivin. If you give a damn about windsurfing, your gear will outgrow that Miata in about three weeks.
Besides, rack crossbars spaced too closely together leave a lot of board cantilevered out in front of the front rack, greatly increasing the aerodynamic lifting force on that front crossbar.

OHMIGOD -- I agree with prozac on something: trailers in crowded venues.
