I tend to agree with Westender. You need to fully power (fully sheet in) for 2 reasons,
1. Planing to fin ride and bring the nose up,
2. Move the center of effort (CE) to the possible furthest back that pushes the tail down which in addition helps fin riding or tail riding (different than tail walking).

This in effect exposes very little of the back of your board area to the chops so you are not pushed around.

The CE, when you open (sheet out) your sail, moves forward and push the nose down and causes your board to bounce around.

Smaller board also helps to some degree.

Westender's picture shows it best. Watch how people sail in high wind, big chops at the Hatch.
