I think more likely the rings were on it because it was the Olympic class one-design board/sail for 1984 and it was likely owned by someone training for or trying to qualify for the Olympics.
From the competitors in the 1984 games, there are only 3 with country name or current country code that begins with “I”:
Italy (ITA), US Virgin Islands (ISV), Israel (ISR)
My best guess is Italy; if you wanted to pursue you could try contacting the Italian Sailing Federation:

Or you could try to track down Klaus Maran, the Italian sailor in the Windglider in 1984. Just googling him brings up all kinds of hits and interesting photos. |

Pretty sure that Windglider was a brand, the brand chosen for Olympic windsurfing that year. Maybe it was a commemorative sail.
Looking at the results, I think a few of those guys are racing on Konas. |
